Yes you can, that's if you want black hair with a hint of blue then that's easy but if you want full on blue hair like blue no black just blue then it's not possible without bleaching the hair. Since the the bleach turned your hair red, use a toner.

Megan, if you have naturally black hair & buy a bright blue hair stain & some 50 volume Developer it will give that blue hint , I use to do it all the time when I had black hair.
