Ok so first how do you even put them on? They always come out crooked or uneven. Second, do you put before or after the rest of your makeup.

They're full on eyelashes, not the little eyelash ones. Do I still use tweezers?

Yes you can still use tweezers. its easier to grab them and position them in the right spot.
