Okay so I'm a sophomore in college and I go out all the time. its just I feel like I always spend so much time picking out outfits when I don't need to. any suggestions?

Get some basic pieces that you can mix and match. When I was a freshman, Forever 21 was my haven! Have a few dresses, couple skirts in neutral colors and however many tops then build up your jewelry collection. Accessories can change any outfit. A bodysuit or two and maybe a neutral and a patterned blazer would be my last party staples.
