Don't wear any necklaces. Let the pattern stand out. :) some arm candy definitely. And for shoes, pick a colour from your dress, like red, yellow or blue...and wear pumps or kitten heels of that colour. If you don't have those colours, just wear black pumps. Hope I helped. :)

I personally wouldn't really call it casual elegant...maybe a sleek pencil skirt with a long-sleeve fitted shirt and some cute flats. Idk about the weather where you are though.
