No but you can lighten your hair with just developer, bleach and water, or lightening cream... Doesn't lift as much but lightens a bit!

Using developer will lighten it but it won't turn you blonde. It will maybe turn it brown at most. It depends on how light you want to go.

You could use Sun-In. It'll lighten your hair, you have to stay in the sun, but it'll lighten your hair, slowly, but surely.
