I think you should get:
-translucent powder
-bb cream
-blush
-pencil brown eyeliner
If you're going to start wearing makeup, I think these products are good enough. Then, if you want more, you could gradually move onto mascara, lipglosses or lipbutters, concealers, and eyeshadows. For the age of 13 this should be enough. :)

These are all great products I f you are in a budget.
Translucent powder:
- nyc smooth skin pressed powder (if you have dry skin)
-nyc smooth skin loose powder (if you have oily skin)
Bb cream:
-maybelline dream fresh bb cream (if you have dry skin)
-garnier bb cream for oily/combo skin (if you have oily/combo skin)
For eyeliner, I recommend waterproof so that you don't need to worry about it smudging through the day. You can simply get it off easily by dipping a q tip in olive oil or coconut oil or baby oil and removig the eyeliner:
-rimmel kohl kajal waterproof eyeliner
-maybelline has one but I forgot what its called
