Black eye liner I recommend drawing with liquid and filling in with pencil and setting with black eyeshado black under the eyes with bit of brown and the contacts are cool I would totally get them and highlight with white between the black and the eyebrow hope I helped :)

Definitely check on youtube for how to do the bangs! Type in scene bangs and you'll find a lot.(sorry for not being specific) The makeup looks like you'll have to practice the shape. I know I can't do free hand very well. So, I'd use a round pattern from a lid or something along the lines to draw the shape first then remove and fill in. I'd use tape for the crisp line on the outer corner. :)
