What's the best eyeliner to use to achieve the perfect winged eyeliner look. Also any tips on how to get that perfect "wing"?

Stila! Pull the eyelid up and out a bit, glide your liner on!

Urban decay 24/7 liquid...try starting at the outer corner and follow the angle your lashes go when they're curled and do short strokes on each eye, until you get the right length. Then line your lash line, and connect it to the wing, and fill in.
Does that even make sense?

Best way to get the perfect wing is to hold a straight makeup brush from your nose right next to your nostril to your temple and go along that line. Also experiment with wings going more straight, and I use Kat Von D tattoo liner in Trooper. I find pen type liquid liners work way better for me. It takes a little to get a hold of it, don't give up! Also make sure to start right along your lash line and build, don't start at the top of your line and go down to the lashes or you'll end up uneven and raccoon-eyed. Also it helps to line your inner upper waterline so there's no white space between your eye and the wings!
