I was recruited for all of my modeling shoots, and I was also recruited for the fashion show I did on July 12th :)
But it all depends on what kind of modeling you want to do.
You'll want to have a photographer make a GOOD portfolio for you. Make sure you have digital copies of your photos.
You can apply to agencies in person.
Companies like ELF and Wetseal run model search contests, too. Seventeen magazine also runs sweepstakes to find new models all the time.
Just remember that you HAVE TO feel comfortable in front of the camera and in front of strangers. It WILL show if you're too stiff and too nervous.

Hahaa no worries. :P I was just joking about the "ignored" comment.
I don't work an agency, exactly. I do fashion shows. I also do photo shoots for various photographers. Try the Beauty At All Ages contest the ELF does every year. You can try out in the 2014 contest. :) And, like I said, tons of clothing companies run contests to find their models. Google some of them. I've always loved being in front of the camera, and I'm 100% comfortable doing photo shoots and fashion shows, which is why people recruit ME for them. So, just practice being comfortable and happy in front of the camera. :) Start by setting a timer on your camera, so you can try different poses. Then have a friend takes pictures for you. As you get more comfortable start having your friend take the pictures in public. You NEVER know where you might get noticed.

I've done campaigns for Macy's cache and been in 3 runway shows. I'd say check out barbizon modeling school. They will teach you a lot. it cost money but it's so worth it! Goodluck!
