Surprisingly I got leggings from forever 21 and they are actually realy good quality I'm not sure if they still have them but you should check it out also d navy has good legging but they are a bit thick so they wouldn't be good for spring and summer.

If you can find a pair of "Shape FX" leggings, they are beyond amazing! I've had mine for about 8 years and they're in amazing condition and they are thick and durable and super cozy.
American Apparel ones are okay. they're a great thickness, but they aren't very good quality, they don't last me too long at all.
Athletic brands have amazing quality leggings. I have some Nike leggings that are some of the best I have ever bought. Its often hard to find athletic brands without insignia on the leggings, but when you do, they are incredible quality. They may be expensive, but they last forever and are insanely comfortable.

Every pair of leggings I get usually gets a rip in the crotch after a few months! And I don't have the money to invest in a few pairs of Black Milk or other expensive brands. But, I've bought some from Modcloth.com ($15 or $16 a pair, I think) and none of them have ripped yet, and it's been over a year since I ordered them. :)
