It's a really big trend right now which makes it pretty easy to find. I've seen them at pretty much every store that has a good selection of clothes, even stores like target and walmart! Stores such as forever 21, Charlotte Russe, or wet seal will almost definitely have peplum shirts because peplum is really trendy right now and stores like those tend to carry more "trend" clothing than anything else.

Weird but I got a beautiful peplum top at walmart in neon green, they also had neon pink. it was like 7$ and it looks like such awesome quality and it looks expensive when its on. check it out. I wish I had a pic!

Peplums, they sell them at a lot of stores like F21, Papaya, H&M, Pacsun, they're really in right now in any teen/ young adult store
