Outline your brows wid a brown brow pencil and then fill dem up with matte brown eye shadow.. you can also run a stroke of brown or black mascara over it. make sure not to over do it, it can look scary.. just follow your natural line.

I had the hardest time filling in my brows without it looking too...filled in I guess you would call it. but I finally figured it out.use some matte eyeshadow that matches your hair color and feather it in only where you need it defined. don't use the waxy pencils cuz wax on top of hair looks pretty obvious. when you are done take a clean mascara wand and comb thru your brows. that is the trick that makes all the difference. it makes your brows look more natural and not so harsh!
