I have standard eyes, I love the hooded eye look but how do I make my eyes look more hooded (less spacey) but not too bold where it screams eyeliner. Also, I like more brown smokey natural looks.

Use a dark matte eyeshadow to create a new crease for your eyelids in order to make them look more hooded and make your eyeliner thicker. Also, if you wing your eyeliner, don't bring it out to far since that makes your eyelids look bigger :))

Should I go from the tear duct all the way out or start from the Center and build up do you think?

Hmm I have naturally hooded eyes so I always start from the center, but if you're trying to take up more space then thinly line the inner corner, and make the line thicker toward the outer corner.

Hm ok! Would you suggest black or brown? I use black mascara

If you're more fair skinned choose black, if you have a dark or medium skin tone then use brown.
