I would say cut your hair to about 2 inches below you shoulders, make aside part in the middle ofyour left eye, cut your bangs on the right to about a half inch below your eye, highlight your hair with blonde streaks:)

I think you should get long layers, and I wouldn't cut your hair shorter than to the middle of your back :) and does your hair have a red tint to it? If you do then I don't think you need any highlights or dye. If not I would recommend to get some reddish/Burgundy highlights to make the layers pop more :) I hope this helps!
