Face primer help!

Hey guys! I'm using a Smashbox primer and it doesn't seem to be working for me. Could anyone recommend a good water-based primer? Also, is Smashbox primer silicon based?

I use neutrogena matte face primer it helps for oily skim as well and it doesn't clogs pores.
