Good Waterproof Eye Liner?

I'm in need of a good eye liner!:) from gel to pencil but not liquid. I really want it to be waterproof because when I place it on my water line (pencil) it looks good but after an hour or so it smears off :( and I end up looking like a raccoon (x so any good pencils? also waterproof gel liners for my top lid?:) thanks in advance <3 preferably drug store brands.

Personally I find nothing lasts on my waterline. For the top I also find that nothing is "smudge proof" unless it's liquid. If you're interested in that then I suggest L'Oreal Infallible Liquid Eyeliner or Stila's Stay All Day Waterproof Eyeliner.

Ud 24/7 is the only liner that I can wear in waterline without smudging
