Hmm.. It's a little much, I like Jasmine's suggestion. You need to choose what you want to bring attention to. If you have an attention-grabbing dress like that, you need more neutral makeup, just like you can go more dramatic and colorful with makeup in a black or white dress, and also, pick if you want attention drawn to your eyes or lips. Red lips= neutral eyes. Dramatic eyes= neutral lips. All about balance. :)

Prom is a time to shine, so I think your eye shadow looks great! The dress, makeup and hair will look so glamorous!! I think if your going to go with a gorgeous dress, you have to go all in with your makeup and hair so I say... Go for it!
