With makeup, I suggest some BB cream to start off, at some foundation, use conceal under your eyes to hide bags, and conceal any blemishes you have. I would put on eyelid primer on your lids, run that in and put a nice white or champaign matte eyeshadow, then mascara -not to heavy-, then a nice blush on your checks and a tinted pink nude lip stain.

You could do a cute plain dress and pile on the accessories like a solid color dress like mint or coral and have a statement necklace and a sparkly ring with chandelier earrings sandals and then you could do a bronzed look with statement lips and a killer eye with beachy waves or curls.
