I'm so confused on this.

You drop a drop of nail polish into the water amd let it make a circle then take another color and drop that into the center and repeat. Then you take a toothpick and swirl it how you want. Dip a nail in. Wait a couple seconds, take the toothpick and swirl it around to get off the excess nail polish from the water then pull your finger out.
