When should one set their foundation with powder? I currently use Revlon Color Stay for Normal/Dry Skin and Revlon Whipped for Normal/Dry Skin as well. Also what is the purpose of setting the foundation with powder?

It helps to keep it from becoming shiny after application, and, for me at least, helps to prevent it from becoming cakey! Also when I set it with powder, the powder is really what covers up red spots for me the most.
