If you rim your waterline, try rimmel scandal eyes waterproof liner. if you rim your lower lash line, try E.L.F eyelshadow primer and eyeliner sealer. apply the sealer first and then line your eyes with whichever eyeshadow you like. it stays on until you wash it off. hope this helps.

Are your eyes oily? If so make sure to use a light moisturizer, nothing too heavy, let it absorb a few min. then lightly blot off excess oil with A cotton pad or tissue then apply a primer to your eye lid and your lower lashline next do your concealer and put on your eye makeup and after you put your eyeliner on go over it with a powder shadow and that will help to set the eyeliner and keep it in place, then with a fluffy sm brush use a small amount of powder and apply under your eyes to set the concealer and keep everything from moving! :-D I think sometimes its just going to smudge depending on some factors but this will definitely help, I also agree with Jessica the Rimmel scandal eyes work pretty good at staying so try those cause some liners just suck and smudge no matter what :-)
