You should us a white or black eye liner in your water line to open up your eyes. Wet and wild pencil liners are very good. And a coat of maybelline falsies mascara would look great!

Since you have hooded eyes, I suggest either tightline or just a really thin line of eyeliner.

My eyes sorta have the same color as yours and green looks good :)
