To be honest I don't see a sea creature image it looks quite odd :/ the eye makeup looks gorgeous though, why don't you try like an exotic mermaid look, or Ursula from little mermaid.

I can see barnacles/limpets and maybe gills (?) but I don't really see a sea creature. Maybe if her skin was a different color (blue or green for example) or scaly like a fish. Its a great start though!

I also think it would look better if the skin was colored or textured some way. And I think the placement of the barnacles and other pieces could be a bit more unified. I love the concept but overall I think it needs to be more balanced and unified in the placement of those things. Right now it looks a bit random to me. For the skin you could take a fishnet stocking and place it over the face and dab makeup over it like a stencil so you'll have some gill-like texture, and maybe make it into a gradient. I like what you have so far but don't be afraid to play around a bit more with it! I think it's a really good start :)
