Maybelline Master Drama in Sapphire for sure. It's a cream eyeliner pen and it lasts all day, even on the waterline!! Approx $7 canadian. :)

Look at Urban Decay. Their 24/7 eye pencils are great and come in all sorts of colors. Although they are a bit pricier. For a cheaper one I'd go with Hard Candy as someone already suggested :)

I love the bourjois metallic eyeliner in 54 bleu clinquant. It's more like a turquoise blue and is awesome for summer! Adds an exotic touch to your make up! I always combine it with bronze eyeshadow. Bronze on my eyelid, brown or black eyeliner on my upper lashline and some turquoise liner on my waterline. Lasts all day!
