A tip I learned, right before applying use your toothbrush across your lips (that exfoliates)...and I always put on a good coat of blistex when going to bed.

I use one of those toothbrushes for babies that goes on your finger with a little bit of sugar paste (coconut oil and sugar) then I massage my lips with it. These toothbrushes are much softer and less abrassive. I then use a lip balm that I put on in the very beginning of my makeup process. Don't put your lipstick on right after though. Give the balm some time to settle into your lips and really moisturize them. This usually does the trick for me.
