Okay I'd upload a photo but my phone is broken and I don't have a camera on my kindle but I do have pictures in my profile. Sometimes I look cool, and others warm, I have almost no problem being able to tell on other people but even wrapping a white scarf around my face I can't tell, and I have minor problems with setting color so I don't know if my veins are blue or green. But I do see purple. Help?

Go to a professional makeup counter, especially estee lauder. I work for them and we have a tool for foundation matching that determines warm or cool too. and you can get a free sample foundation to test too, bonus ;)

Also, it is possible to be neutral which means you could just be able to pull off both for that reason.

When in doubt go neutral! You should try a Color Correcting cream (like Olay) to neutralize the other colors.

It's hard to tell from a picture. Jamie is right, but make sure the salesperson knows what she is doing, I'm a color analyst and I sometimes catch them making mistakes! The best thing is to actually find someone who does a Color analysis in your area. They will give you a palette of your color range that you can use for everything from makeup to clothing colors... And if you cannot afford that here are somethings to help you determine:
1- Your color history: what colors have you worn and gotten a lot of compliment on Cool: Navy, Black, White, Red, Shockking pink, Gray, Soft blues, rose-brown, rose pink, lavendar or plum OR
Warm: Dark brown, camel, beige, orange, gold, moss green, golden brown, peachy pink, golden yellow
2) Do you look alive in pastels or bright colors
3) Get a large piece of gold and a silver fabric, find a place with natural light, then cover you hair with the white scarf and put each one over you (on your chest), no make up on, when you have the silver or gold one on, what do you see, which one:
a. gives you color,
b. makes the whites of your eyes whiter
c. makes your lips darker
d. makes the small spots or fine lines disappear
If silver gives you all the benefits above then you have a cool undertone, if gold then you are warm.

The red hair throws it off a bit and makes it hard to tell, but looking at the pictures with your brown hair which I'm guessing is natural you definitely have some yellow undertones so I would say neutral/yellow tones but the red hair actually makes it look more cool-pink toned.
