Bare essentials. Since you're new to makeup, you might like this because it has a "natural" feel and look to it. It's also easy to find your correct tone :)

Black always works with all skin complexions, I'm not saying black eyeshadow unless thats your style but like mascara and eyeliners. If you don't have many blemishes on your skin please don't always use foundation but if you want you can use BB cream (as you say you have quite fair skin go for a fair colour but always look at the colour name ). Lastly, lipgloss is always a go to. Hope it helps

Go to a sephora makeup store!! they will help you out with everythinh. I would say mac but I don't know how your skin would react.
