I recently got hair rollers as a gift and I want to try them, but they come in 5 different sizes and there aren't enough in one size to curl my whole head. Should I use bigger curlers on top and smaller ones on bottom?

Depending on the look you want choose the sizes you want but yes always start with the largest on top and you can place them vertically or horizontally depending on how you want your curls to look.

Karla is definitely wrong I'm in cosmetology school and I can tell you for a fact that you never put smaller one's on top.

I like wearing loose vintagey waves so I start with the smallest curler I want to use at the front of my face, increasing in size as I move towards the back of my head. I usually do three different sizes and put the huge ones in the back of my hair, the second largest for almost the rest of it, and a medium size only around my face.
So I don't divide them by "top" and "bottom" but "front" "middle" and "back"
