Depends on where exactly you live! If you live in the North, go to Gina Tricot. Brandy Melville is amazing as well.
I agree with Ajla, Müller and DM are great!

@Ashley, probably, but more towards the bigger cities. I think there's a Forever18 in a city called Köln, which is a German version of forever21 I guess.
