Cute dress! You could try with a collar necklace, but if you are going to be wearing the jacket throughout it will probably be too much. If that's the case then you could go all in on bangles, like already suggested, and some nice rings. As for jackets, can we see your options?

The jackets would make it seem really stuffy, so I'd say go with a chunky, short, gold chain and no jacket... But if you need a jacket go with the white one.
