I don't understand the use of setting spray. what does it do and how do you use it? anyone help?

So I spray in on top of my makeup or before makeup?

A setting spray also helps a powder foundation look more natural.

I use primer all the time. if I put the spray over my makeup will it make it wet and runny? I've been scared of that.
