Semi Make Up Tips?

This is my semi formal dress and I don't know how to do my hair or make up. Obviously I'm tan, I have shoulder length dark brown hair, and big brown eyes. I can straighten or wand curl my hair. I have over 50 shades of eye shadow so color selection isn't a problem but I only have black, light sliver, and glitter khaki liquid eye liner ( not that getting more is a problem) I don't like pencil liner but I love mascara. Any thoughts? Thanks!
