You have beautiful lips! But you could contour right under your lip with a highlight to decrease the shadow your lips creates and it would make it appear smaller and them highlight your Cupid's bow to draw light to your top lip making it appear slightly larger.

You look very naturally beautiful, I really like the no makeup look on you which you pull off so well since you have very naturally strong beautiful features :-) I agree with Brandi if you want to make the bottom lip smaller then use a cream highlighter right below the btm lip and on top cupids bow, MAC highlighter in radiant rose is great or YSL Touche Eclat is awesome too for highlighting.. ( ppl that have smaller btm lips usually do the opposite and use darker shadow under the btm lip to make it look bigger and give more of a pout). I think if you were to do a more made up look I would fill in the brows more but I think they look good and go well with the natural look. :-)
