I have thin lips, so I definitely have tried a lot of things to achieve a fuller look. First of all, hydrated lips are key to achieving full lips. Exfoliate with sugar and oil, buff with an old toothbrush, rinse, pat lightly with a washcloth, and seal with a lightweight lip balm (not Chapstick). If you only want to wear gloss, use a lip plumping gloss. If you want to wear a full lip, first fill in and line your lips with a lip pencil 1 shade darker than your lipstick. You can also take a dark brown liner and shade it right underneath the center of the lower lip to create a shadow for more fullness. Then apply lipstick with a lip brush. Then, take a shimmery champagne eyeshadow and press it on the center of the upper and lower lips. Apply lip gloss. The lightness towards the center of the lips creates the illusion of bigger lips.

I have heard lip plumping a glosses give you wrinkles. I would just suggest using lip liner to draw just outside of your lip line and use lipstick to fill in.
