Try buying a foundation that will leave your face already matte& wear powder on top of that.

Get a good oil control powder! :) netutrogena, mac, and maybelline have good ones.

Maybe use a primer got oily skin? & after you apply your foundation let it settle in & apply oil free powder but don't apply heavily or it will like cakey!

Find a primer that works for you. I suggest Makeup For Ever Mat Velvet+ Foundation.
