I used the garnier eye roller treatment thing for a long time I'd put it on at night before foundation and stuff and they went away after a while but I stopped using it and they came back.

Use aloe vera gel on the bags.
Drink lots of water, and get enough rest.
Bags are a sign of exhausment/lack of sleep and not enough hydration

Cuumbers. Put a slice of cucumber over each eye. Green tea bags. Brew normally. Put 2 teas bags in freezer. Drink tea as they freeze. Lay head back and place a bag over each eye. leave on for 10-15 mins.
