I'm not sure if this is right so you'll need to double check- but I think it's if the concealer is cream or liquid you put it on first and of powder put it after foundation

If its liquid foundation put the concealer on after, so that you know what areas need it if foundation doesn't conceal the redness, but if its powder foundation put concealer on first.

I normally do foundation first for liquid or cram foundations but with mineral, I do foundation second. when using concealer after a liquid or cream foundation, it minimizes how much concealer you use without caking up the amount of foundation you use.
