I think a light shimmery eyeshadow on the lid, mascara, blush, and a little gloss should do :-) oh, and the brows are really important!

I think bronzes & golds look great on dark skin tones. She'll need to apply mascara& eyeliner. Foundation is really important to even out her skin tone as well as blush to emphasize her creek bones & lipstick or lip gloss. Like Kayla said shading in her eyebrows to fill in any spaces & define them more is also very important.
