Try a matte eye shadow with a liner brush fill your eyebrows that way first if you feel like there are small parts that need a bit more light strokes with a pencil. I feel it gived the best results

I actually use both when I do my brows. it all depends on you and your preference. I like to have options...I'm even considering doing them with gel liner
