I agree with Jacqueline. I used liquid liners for a while and found them to be too watery for my liking. I now use maybelline's eye studio lasting drama in blackest black. My absolute favorite and it's only about $7!! You also want to make sure you use a good brush to apply- I also use another drugstore Target brand, Sonia kashuk's bent eyeliner brush ($5!) great products for such a steal. Good luck!

If you want liquid and not gel Urban Decay has a good liquid eyeliner, the color is very dense and good. If you aren't set on liquid then gel is also very good, I suggest giving them a try if you haven't yet.
Also, your comment on location, there is barely anything you cannot order on the internet anymore, get online, do some research into the brands you get suggested, if price is an issue look into those, and order up some makeup! Location is no longer an excuse to not be able to get something (unless it is something like a brand doesn't ship to your country, but even with that you can usually find another way of getting it).

Also, the felt tips can be nice for control, but like a marker they are going to dry out, they are something that if you aren't going to go through it quick then I wouldn't suggest them, no matter the brand.
