You should exfoliate your lips and use a lip balm first.
To make the lipstick hold longer, blot your lips after you first applied the lipstick and cover them with some face powder. Then add the lipstick again. This always works well for me.
For your eye make up you could try a soft brown smokey eye look for the evening or just use a champagne color for your lid and line your upper and waterline and use mascara for a natural look.

Yes, try sugar with some olive oil. I often do this. You could exfoliate them in the evening and wear the lip balm at night to repair your lips. The next day your lips should look much better.

To sort your lips exfoliate them with a toothbrush or a lipscrub. I recommend Bubblegum lipscrub from Lush. Then apply Carmex lip balm. For your your eyes, wear some mascara and a little bit of brown eyeliner on your lower waterline. Hope this helps :) X.

To address the original question, I also love the Lush lip scrubs and would add that their balms are seriously amazing. Check out HoneyTrap...delicious and feels wonderful! :) Also, I really like pairing a mink/brown cat-eye that's been smudged with a blending brush with a bold lip. Really dig the cream liners from SmashBox and Benefit. Have fun!

Don't use Carmex it will dry your lips out more! Try a beeswax balm after your scrub, or if you scrub before bed I love the Neosporin overnight repair balm!

I would maybe sweep a light shimmery shade on the lid, a light shade with a little brown in the the crease or a light shimmery shade with a little cat eye flick. All with some mascara. I do what every one else does as far as exfoliating goes, so look above! <3.
