If you want to go cheap, I would start off with elf. Then I would go to maybelline and cover girl. Then finally explore with stila, urban decay, and too faces.

Are you using a primer? Also using a base will help the color stand out. If you already are, urban decay and sugar pill have some super high pigmented colors! I also hear coastal scents has some really good color payoff as well. I've always used Mac eyeshadows but now that I'm branching out a bit more I'm finding many cheaper brands have a better color payoff.

I would say that primer is a must:)...but milani is a great drugstore brand for highly pigmented colors!

Definitely make sure you're putting on primer and a base. It's the difference between muted colors and a bright, bold eye. I would reccomend NYX. They seem to have very pigmented shadows.

If you don't have a good primer or base it's going to change the way your eyeshadow looks. White eyeliner makes eyeshadow with poor pigmentation noticable.

Milani and Wet n Wild are good ones (for cheaper brands, instead of forking out for the most expensive brands before you find the colours and stuff that suit you). Milani's eyeliners are among the best I've ever seen (shame they only have like 5 though). Also, if you don't mind ordering from the UK, MUA has a great range of palettes single eye shadows that are very pigmented (Palettes £4, single shadows £1). A primer, and white base would help. You could also use liner in the colour of your shadow, or a bit of face paint and pack the shadow on top of it. Very bold output, and softened with the shadow.
Keep an eye out for cream eyeshadows to use them as a base instead.
