I'm not sure what exactly you are asking... Do you mean "dewy" or "glowing"? I've never seen "blooming" used as an adjective describing one's face.

If you want more radiance and achieve that dewy look, get a good primer and liquid foundation. Of course, moisturize before applying anything helps tonnes!
