You are just going to have to let the grow.maybe Reese a shape out and use make up techniques to hide little hairs. That's what I did while I'm trying to get mine thicker.

Maybe try hair vitamins like silica which is for women with thinning hair. It also helps promote brain health :)

Biotin supplements are said to help hair growth, too. You can still get them waxed and cleaned up a bit, too.
Also, in the meantime you can take an eyeshadow that is a little lighter than your hair color and lightly fill in your brow in the meantime
