I am currently having a huge problem with makeup transfer. I use a primer and setting spray. What am I doing wrong.

Good advice!! Maybe just one more maybe?
Jessica, make sure that you are using all silicone based, or water based. Meaning;
Primer/silicone
Foundation/water
Setter/silicone
In about 2-4hrs your foundation WILL start breaking down. Then you will be touching up and reapplying every 2 hrs after that.
Primer/silicone

Setter/ silicone

@Jacqueline I did what you said an omg. When I used the kleenex I couldnt believe it. That helped a lot but I will be investing in the settinf spray you recommended.
