Exfoliate often and moisturize them with coconut oil! I used to have dry, cracked skin on my legs but these two things really help.

Cocoa butter lotion is amazing for moisturizing. So is triple moisture lotion in bath and body works, I think it might be for hands but its still amazing.

I have had the same problem. Exfoliate (no more than twice a week) - my absolute favorite is Body Shop's Mango Scrub. It is a sugar-based scrub but it also has mango seed oil that moisturizes as it removes dead skin. That replenishing is crucial! I even use it to shave! After I exfoliate (I rub it on with my hands), the tiny bit of oil that is left is just enough to shave with! My legs get irritated so quickly and doing it this way has helped a lot! Just make sure you tap your razor clean every so often to remove buildup.
When you're done, the oil leaves your legs very soft, but I would still apply a moisturiser! Find one for dry skin - I use Nivea in the tall light blue pump bottle or Body Shop mango body butter or cocoa butter body butter.

I have scaly legs as well, especially on cold months. Aside from exfoliation tips above, apply moisturizer/lotion right after shower. It keeps the moisture intact, as much as possible. And, if it is really terrible, use Cetaphil moisturizing cream (note "cream", not lotion). Hope this helps!

See a doctor. scalyness can be a sign of psoriasis or other dermatological or immune problems. rule those out first, then get to healing it.

I've had a skin problem (eczema) since I was a little one, it's annoying but for dry scaly skin I use eucerin it really does help

But like Liz B. said, see a doctor if you have seriously scaly, flakey patches, it could be a medical condition.
