Line the inner rim on the bottom with white, that will open your eyes up in addition to adding black liner in on the upper inner rim

I agree with roaslyn, if your eyes already look small, don't line the water line with anything dark, try white. I also put white/cream eyeshadow in the corners of my eyes eveyday just to brighten them.

Yes winged liner is best. start with a thin line in the inner section and gradually thicken it at the outer section. also apply mascara to the outer half of your lashes to really open up your eye. to go further when applying liner to your bottom lid try to leave the outer section open I.e. not connected to the upper wing :)

Cat eye! And only apply it along your lashline, not your whole eye, it'll close them up if you apply all around. Just practice with liquid or gel liner until you get it perfect. Don't apply on the bottom lash line, just use a mid brownish shadow to define the outer 1/3 of the bottom lashline, but don't go further than that. And make sure to highlight your inner corners!
