What highlighter does is, it "highlights" hence the name and brings out the features you've put the highlighter on, and gives you a nice healthy glow that women with great skin will naturally have. You should put on the highlighter after you've applied your blush and bronzer. Finish all your face makeup first, highlighting should be one of the last steps in your makeup routine. Places you could put highlight on is the top of your cheekbones to sculpt them, down the bridge of your nose to make it seem taller, underneath your eyebrows to make them stand out, on your cupid's bow to make your lips look fuller.

If you are using the concealer method to highlight, then I use it after foundation. I use a pink toned just under the eyes and a yellow toned on the face. At the end, after contouring and applying blush I use the Balm's Mary Lou-minizer on top of my cheek bones and Cupid's bow. By far the most incredible highlighter I've used.
