I love the way black compliments my blue eyes but I've had a few comments that it looks a little too dramatic. What do you think?

Maybe do a grey for daytime. Grey compliments my blue eyes well. :))

Maybe on the black going only up to your crease.
And you can smudge a little on the bottom half of your bottom lashes.

Yeah, I would agree don't take it up so high and try to blend out the edges a bit more to make it look less of a hard ending edge, instead of a more soft blended look up into your brow bone. Eyeliner on the bottom lash line and smudge it out with your finger and then add a powder ontop of that and blend it out to create a more dramatic under eye line, this will also make your eyes appear bigger and bolder. (same with only taking eyeliner half way into your under eye lash line, and applying a white liner to the waterline; because you have almond eyes like me so this will widen your eye) Also personally I think you should work a little bit more with your eye shape and not make it so curved, instead put it at less of a steep circle and more of a slant- if that makes sense? otherwise I totally agree the color pop and the black looks great on you!! :)

I would just keep the black a little lower down on the eye, not past the crease and use a skin tone shadow to blend it upward just slightly for a gradient effect. Black can be great but it's definitely one of those colours that can get out of hand easily. Jacklynhill1 has a great smokey eyes tutorial on YouTube, check that out!
