Okay I can answer your first question. It all depends on your skin. Different things work for different people, personally, I love brushes. The sponges I have used just absorb too much of the product and don't apply much to the skin. I like using elfs flat top powder brush and stipple it into my skin.

Apparently fingers can pick up too much product while sponges absorb too much. Brushes can apply the foundation evenly and they don't use unnecessary product.
I've heard more good things about Revlon Colorstay, though I have never tried it myself.
I would try the Clump Crusher.

Applying your foundation really depends on you... Fingers give better coverage for some whole sponges can give an airbrushed look but do absorb foundation. I love using brushes and feel like it gives me the best result.
Revlon COLORSTAY drys quickly, and does have great coverage and drys to a matte finish while PHOTOREADY does have a glowy/shimmery effect I believe.
For mascara, I am obsessed with Clump Crusher and so is my mom. They came out with a waterproof version and this mascara is just amazing. I also own mega plush and I do like it, but I have noticed some flakes here and there with it.
As for the eyeliners... I've never tried either of those BUT I love my NYX skinny eye marker and my Wet & Wild liquid liner.

I would say a flat powder brush works great for liquid foundation. and I got Revlon color stay today and LOVE it!! love stilettos, but it clumbs up really easily. :)
